يتناول هذا الكتاب الأرشيفي الشامل دورَ الأمم المتحدة في الصراع السوري الممتد من عام 2011م حتى عام 2025م، مقدِّمًا وثائق أممية أولية بوصفها مادةً مرجعية لا تُستعاض بها في أي بحث جاد حول هذه المرحلة.

يستعرض الكتاب في قسمه الأول مقدمةً تحليلية يرسم فيها الدكتور رضوان زيادة ملامح إخفاق الأمم المتحدة في تطبيق مبدأ مسؤولية الحماية، مستندًا إلى نموذج مايكل لند في تحليل النزاعات عبر مراحله الثلاث: التصعيد، والنزاع المسلح، وما بعد الصراع. ويُرجع الكاتب جوهر الإخفاق إلى الاستخدام المتكرر لحق النقض (الفيتو) من قِبل روسية، إذ وظَّفته ثلاثة عشر مرة لحماية النظام السوري من أي إجراء دولي رادع.

ثم يضم الكتاب المجموعةَ الكاملة من الوثائق الأممية المتعلقة بسورية مرتَّبةً ومصنَّفة: قرارات مجلس الأمن الثلاثة والعشرين، والبيانات الرئاسية له، وسلسلة تقارير الأمين العام الشهرية، وقرارات الجمعية العامة، وقرارات مجلس حقوق الإنسان، وتقارير اللجنة الدولية المستقلة وبياناتها، إضافةً إلى بيانات مكتب المستشار الخاص المعني بمنع الإبادة الجماعية.
